A record the learner owns, not one they borrow

Most learning records live in someone else's system, and vanish the moment a person leaves it. Achieve Passport flips that: the credential belongs to the learner.

The wallet lives on the learner's own device. Credentials are theirs to hold and are presented only on their initiative, with no phone-home. A record can't be quietly pulled back once it's earned.
